To prepare for results work on graduation and dropout indicators
Continue to scale up dropout prevention efforts across the district to include Charter schools and K-12 models.
Develop a 7 year plan to sustain efforts beyond external technical assistance
Support in quantifying suspension /expulsion and dropouts to develop an early warning system.
Alignment of dropout efforts with other SEA initiatives including the Reaching and Teaching project, which has 10 high schools and middle schools participating.
Survey districts and schools on their practices, development of leadership support for MI school principals, and support for webinars about school completion.
Build capacity in dropout prevention, specifically with the State’s Regional Professional Development Centers (RPDCs).
Develop a second cohort of schools to serve as model sites for implementation
Develop state and district-level tools to analyze data gathering, synthesis and interpretation.
Compile a comprehensive resource directory which includes current dropout prevention strategies.
Develop a process for assisting LEAs in effectively targeting resources in the areas of improving graduation and dropout prevention.
Develop a comprehensive state plan to address the most effective strategies for improving North Carolina’s performance in Indicators 1, 2, 13, and 14.
Assist in the coordination and delivery of a train-the-trainer model of professional development for local school system representatives to in building capacity in dropout prevention, reentry, and high school completion for SWDs.
Assist identifying and disseminating evidence-based practices.
Assist in collaboration with other OSEP funded centers in the development of the results component for NC’s OSEP continuous improvement.
Establish intervention models at the middle and high school levels to monitor and intervene early to reduce the number of dropouts.
Identify and establish early identification systems based on attendance and academic progress.
Focus on students who may not be on track to graduate by mid-9th grade.
Establish models to increase active parent involvement in students’ educational programs.
Develop and pilot dropout early warning and intervention system (DEWIS) for screening and progress monitoring in model school sites.
Expand DEWIS system throughout capacity building at the state’s nine ESDs.
Identify dropout indicators such as grades, state assessment mastery, retention, out of school conditions, and compare to comprehensive education data and research systems (CEDRS).
Model site level 1 training for 12 LEAs
Develop an early warning system to identify students at risk of dropping out
Develop rules for districts to understand the calculation of Graduation and Dropout under ESEA.
